Located in the heart of Western New York, the GLOW Region Solid Waste Management Committee was formed in 1987 by the counties of Genesee, Livingston, Orleans and Wyoming through an Intermunicipal Cooperation Agreement (IMA). The purpose of this partnership was, and continues to be, to develop strategies for the management of solid waste in the region.
The agreement was renewed by the counties every two years through 2003, at which time Orleans County ended its participation in the organization. Genesee, Livingston and Wyoming counties continue to participate and fund the Committee. The sixteenth renewal was passed by the counties in August of 2019. Meeting Schedule, Notices & Minutes - contains GLOW's 2021 meeting schedule and upcoming meeting notices and agendas, along with the most recent approved minutes from meetings.
Programs - outlines programs sponsored and provided by GLOW. These programs include: Household Hazardous Waste Collections, Mat-Ex: Western/Central New York Materials Exchange, Backyard Composting, School and Community Presentations, Technical Assistance and more.

Having conducted a successful Clean Sweep program for disposal of farm pesticides in 1995, GLOW began the Household Hazardous Waste Collection Program in 1995.
GLOW held two collections each year, alternating counties (though they are always open to residents in all of GLOW's funding counties) in 1997 and 1998.
In 1999 GLOW held a second farm pesticide collection, having received funding from the EPA to do so.
In 2000 GLOW resumed the household hazardous waste collections, conducting two collections each May, until 2003.

Implementation of New York Drug Take Back Act: This law requires pharmaceutical manufacturers to fund a statewide drug take-back program that provides drug disposal options for the public.
The law took effect in January of 2019.
It will require chain pharmacies and independent pharmacies that have 10 or more locations to accept unused and unwanted drugs.
Implementation has been delayed due to the State Health Department's failure to publish final regulations and the failure of pharmaceutical companies to submit program plans.
