Lancaster County Solid Waste Management Authority
LCSWMA manages the trash and recyclable materials from Lancaster County, Pennsylvania homes and businesses, as well as trash from the City of Harrisburg and surrounding Dauphin County communities. Once the waste is delivered by private haulers, LCSWMA employs a multi-step approach to disposal and processing, called an Integrated System. This Integrated System not only saves significant landfill capacity, it also creates clean, renewable energy.

While LCSWMA recognizes that trash is not the first thing on your mind (or perhaps at all); we work hard to ensure that what happens to your waste is something you do not have to worry about. This is why LCSWMA exists: to serve you. And since our inception in 1954, we have remained steadfast in our commitment to protect the environment and serve our community with excellence.

Most people forget about their trash once it's thrown away.
They believe the material is taken to a landfill, where it's buried and forgotten.
In many communities that might be true.
But in Lancaster and Dauphin Counties, LCSWMA views waste as a resource to make great things happen.
We make waste work for the people we serve.
The first word of LCSWMA's tagline (RETHINK) conveys our commitment to discovering and implementing new ways of using waste as a resource to create a sustainable future.
LCSWMA also envisions a future where society uses waste in ways that improve the livability of our community.
LCSWMA's Board of Directors meet on the 3rd Friday of each month, starting at 7:30am.
Meetings are normally held at the Main Office, located at 1299 Harrisburg Pike in Lancaster.
Meetings may be cancelled when there is minimal business for the Board.
Additionally, the time or location of meetings may change depending on current circumstances.
Mr. Blowers was appointed to the Board of Directors in 2021.
He is the Chief Operating Officer for Martin's Flooring, Inc., serving as the senior executive responsible for profit and loss (P&L) management reporting.
LCSWMA is a local government agency organized under the Municipal Authorities Act of 1945 of the Commonwealth of Pennsylvania.
We manage the design, financing, construction, and operation of Lancaster County's Integrated System that handles our community's recycling and trash.
The Municipal Waste Management Plan provides the most recent information regarding LCSWMA's Integrated System for the collection, transportation, processing, and disposal of municipal solid waste generated in Lancaster County.
LCSWMA's responsibility is to protect our beautiful community by managing waste in ways that minimize the impact to people and the natural environment, while also reducing our own eco footprint.
To support this process, LCSWMA established an Environmental Management System (EMS) that is certified by the International Organization of Standards (ISO 14001).
Compliance with federal, state and local environmental regulations, rules, policies, and other requirements;.
Dedicating the resources necessary to meet or exceed environmentally related permit requirements;.
LCSWMA's Citizens Advisory Committee (CAC) provides feedback on the organization's projects and initiatives, including The Solid Waste Management Plan for Lancaster County.
The Lancaster County Commissioners appoint the CAC members, which includes representatives from municipalities where each of LCSWMA's facilities are located, along with other stakeholder groups.
